What is the Capital Penny Sales Tax?
Passed by voters in November 2023, the capital penny sales tax is a 1-cent sales tax across Spartanburg County with revenue funding 577 road, bridge, and other infrastructure projects countywide.
Repaving Complete on:
- Highway 290 (from Reidville Road to N. Danzler Road)
- N. Daniel Morgan Ave. (behind the Spartanburg County Courthouse)
- W. Main St. (from Reidville Road to St. John St.)
- St. John St. (from W. St. John St. to W. Main St.)
Upcoming Repaving Work:
- Bidding out now for projects on Reidville Road (from Highway 290 to E. Blackstock Road) and E. Main St. (from N. Converse St. to Highway 29)
- First half of Tier 2 repaving projects scheduled to bid in the Fall
Completed Safety Improvement Work:
More than $250,000 of work complete in:
- Restriping roadways
- Raising pavement markings
- Adding rumble strips
Upcoming Safety Improvement Work:
- More than $560,000 of guardrail replacements set to begin this year
Projects in the Design Phase Now:
- 14 upgrades to unsafe intersections
- 10 new stormwater culverts
- 7 updated County corridors
- 6 unsafe bridges in need of repair

About the Capital Penny Sales Tax:
Funding for these projects comes from a six-year, one percent sales tax. Projects will be fully funded with no debt, no property tax increase, no reductions in school funding, and more than 30% of the revenue will come from visitors.
