Vision Plan

The OneSpartanburg Vision Plan is a five-year community and economic development strategy developed with the feedback of 3,180 people and hundreds of pages of data. The strategy was launched on January 24, 2017. 42 investors committed $4.5 million over five years to fund implementation. Successful implementation of the plan requires coordinated action from a range of community partners.

Your voice matters. Each quarter, invested community members have the opportunity to gather to celebrate wins, get involved in new projects and provide feedback on OneSpartanburg's initiatives. 

Developing the Plan

The OneSpartanburg Community and Economic Development Plan was developed in partnership with Market Street Services and a steering committee of community leaders, using the following approach:

Phase 1: Stakeholder Input

We identified stakeholders from all corners of the community to participate in public input opportunities. Stakeholder input included one-on-one interviews, focus groups, and an online community survey. 

Phase 2: Community Assessment

We leveraged extensive quantitative data, stakeholder input, and existing community initiatives to provide a detailed examination of Spartanburg County’s competitiveness as a place to live, work, visit, and conduct business. The research and analysis answered key questions about Spartanburg County’s People, the community as a Place, and economic structure issues that affect the community’s ability to create lasting Prosperity.

Phase 3: Target Business Analysis

Built on the findings of the Community Assessment, the analysis reviewed and defined the business sectors that most strongly aligned with Spartanburg County’s competitive strengths. It identified sectors of economic activity that can drive future growth and wealth creation, giving special consideration to the sectors that had the highest potential for diversification and high-wage opportunities.

Phase 4: Marketing Review

An analysis of community marketing reviewed the viability of existing efforts and identified potential enhancements to future efforts. The review included an assessment of all related websites, advertising and collateral materials, inbound/outbound marketing events, public relations, trade shows, site location professional visits, and branding and identity-building efforts.

Phase 5: Community & Economic Development Strategy

Using the findings from research phases as the initial framework, Market Street facilitated a series of discussions with the Steering Committee to determine what overarching goals and potential action steps should be included in the Community and Economic Development Strategy in order to affect the county’s ability to prosper. 

Phase 6: Implementation Plan

The Implementation Plan ensures that the “what” of the Strategy became a reality by committing to “how” actions would be implemented. The Steering Committee received guidance in all aspects of implementation efforts, including the prioritization of specific actions, development of a realistic time frame for implementation, identification of “lead” and “support” organizations, and a review of capacity and funding concerns.
